The Lower Town was once a separate political entity known as Reval. It joined the Hanseatic League at the end of the 13th century, but Estonians had to settle as second class citizens while the Baltic Germans took charge. This section of medieval town is small and perfectly walkable, so just like the Upper Town, immerse and explore the alleys at random. Pay attention to the colourfully-decorated doors on otherwise plain-looking buildings.
As you walk in from the port, you'll likely enter the Lower Town next to the Fat Margaret Tower, which is now the Estonian Maritime Museum. Built in the 14th century when the harbour reached up to this spot, the 82m diameter tower is indeed fat and imposing to any invader.
